Hello Andard,
it seems that the rubber diaphragm is broken. It does close
when the engine is off, but it allows gasoline to flow not
only the intended path (through cover plate and brass tube
to float chamber) after starting, but directly into carburetor
housing. — The only thing that helps is replacement.
